Currently, the overlay isn't responsive when TF2 loads maps.
Because of the long loading times (1-2 minutes), answering chat messages is not possible. Therefore, it would be nice if the overlay would work even when the game is loading.

+1 But what's the reason the game loads so slowly? There must be a way to improve the performance of the game itself.

+1, but it does this on Windows too and is nothing new or Linux related. It does take forever to load the game (regardless of OS) and you can never really tell if it's locked up or just thinking. To add to this, I'd say to add some sort of animation so that you can at least know it is still working and hasn't crashed. Gmod 13 does this pretty well.

My tf2 loads (and runs) significantly faster with the windows version under wine. It's kinda sad that I have to log out of the native steam and start the windows version in wine to have playable performance.

Under Windows, my TF2 load times can take 2-3 minutes.

+1 because it's always bugged me that the game becomes unresponsive during map loads. Sometimes I don't catch what map the server is switching to before the round ends, and want to be able to click Cancel to disconnect when the map's name comes up in the loading screen. But I can't, unless it's a custom map it needs to download.

I hate that because if you get stuck loading right at the end, you can wind up waiting 6 minutes for a load (first map, then second map). It's rubbish.
