When picking a compatibility tool, Steam doesn't wait for user to confirm their choice

Please describe your issue in as much detail as possible:

When clicking "Force the use of a specific Steam Play compatibility tool" in properties of an already installed Windows game, Steam immediately starts downloading Proton Hotfix. I expect Steam to wait until I start the game, or at least until I close the properties window. Most of the time I need an older version of Proton. Hotfix is not what I want.

Steps for reproducing this issue:

  1. Make sure Proton Hotfix is not installed, and Steam Play is enabled globally (in Compatibility tab of Steam settings), restart Steam if necessary
  2. Install a game which doesn't have a native Linux version
  3. In the properties of this game, go to Compatibility tab and enable "Force the use of a specific Steam Play compatibility tool"

Proton versions
