When clicking "Force the use of a specific Steam Play compatibility tool" in properties of an already installed Windows game, Steam immediately starts downloading Proton Hotfix. I expect Steam to wait until I start the game, or at least until I close the properties window. Most of the time I need an older version of Proton. Hotfix is not what I want.
Steps for reproducing this issue:
Make sure Proton Hotfix is not installed, and Steam Play is enabled globally (in Compatibility tab of Steam settings), restart Steam if necessary
Install a game which doesn't have a native Linux version
In the properties of this game, go to Compatibility tab and enable "Force the use of a specific Steam Play compatibility tool"
