Steam periodically keeps claiming 'updates are needed', corrupts its own process and then needs to be shut down and restarted

Please describe your issue in as much detail as possible:

Previously I had opted into the beta. I thought it was related to the beta needing periodic updates/refreshes and at first let it be. However some time back I opted out of the beta because I got sick of the issue. Now however it does keep happening - Steam launches for whatever reason both the notice of 'updates needed', the Steam Hardware Survey, the Steam Info and it corrupts its own process so it no longer further works.
This almost always happens either after starting a game (no matter which) or during the starting of a game.

It's VERY annoying.

Steps for reproducing this issue:

  1. Have Steam
  2. Start a game
  3. ????
  4. 'Profit'
