Dialogs take 2-3 extra seconds to open. By dialogs I mean any window other than the main window, like game properties, a new browser window, etc. This happened pretty recently, like only this month.

Steps for reproducing this issue:

1. Open Steam
2. Right click on a game in the library, then Properties...
3. Takes ~2 seconds to open instead of milliseconds like it used to
