Cannot use arrow keys to select Community in big picture mode

When in big picture mode you are initally presented with three buttons: Store, Library and Community

Using the keyboard's arrow keys you can select Store or Library, but not Community.

Using tab works, and cycles through all the items (and then back to the first after you hit the last, the arrow keys should also do this).

Shift tab has some weird behaviour, it cycles through the items backwards, but once you hit the end it switch to the exit/settings buttons at the top. The behaviour between tab and shift tab should be consistent. This is made worst since you can only select the exit/settings and store buttons using shift tab.

Shift tab should work exactly like tab does but in reverse as you can still access the less needed functions settings and exit with the up arrow key.

Same problem using a gamepad (ps3 controller), can only get there with a mouse fwiw.
