Issue description

Whenever any download takes place I'm getting single digit Mbps (less than 10, sometimes even less than 1) download speeds on linux while on windows it's works fine (getting 500Mbps+). I've checked speed test and manually downloaded files (while being on debian) and I'm getting solid 500+ so it's only the steam that seems to have this problem. It's especially annoying when every day there's a 1Gbp patch that I have to download for 30+mins.

I've tried adding steam_dev.cfg (and making it 755) but there was no change (maybe even made it worse) same thing with setting different server. Currently I'm downloading 6Gb patch for Helldivers and it's telling me that estimated time is 3+ hours, on windows it took less than 5 minutes.

The issue was somehow related to DNS but I'm not entirely sure why. It seems like my router was using cached DNS records which was causing the problem (probably related to dnsmasq problem). Once I set it to 9.9.9.9 and thus forced to reset cached data it started working good. I would like however to use locally hosted DNS soon, is there anything that I can do to avoid this problem in the future?
