Please describe your issue in as much detail as possible:

The profile icon linking to My Account (right of the clock) is missing in the header when Steam is launched in Offline Mode. When initially switching to Offline Mode, My Account remains accessible and functions as expected, however it disappears the moment Steam is restarted (or the device is rebooted). The user therefore has to switch back to Online Mode and back offline to regain access to My Account. This blocks access to Add Funds, Privacy Settings and Account Details while in Offline Mode with an active connection (Wifi or Ethernet).

Steps for reproducing this issue:

1. Navigate to Steam -> Settings -> Internet.
2. Select Enter Offline Mode.
3. Navigate to Steam -> Power.
4. Select either Restart or Restart Steam.

Actual result

• Profile icon is missing in the system header when Steam is launched in Offline Mode. This blocks access to My Account until the device is first put back into Online Mode.

Expected result

• Profile icon remains present regardless of Online status.

Notes

• I vaguely remember it use to be visible before but simple showed a placeholder ("?") profile icon instead.
• This issue is specific to Big Picture Mode and doesn't occur on the Desktop client.
