For a while now, I have had issues using a variety of the popup/dropdown menus of the Steam UI. I would expect for them to appear as they usually do on windows, as a list of different options. While this is the case often enough for the Steam UI to be usable, more often than not the menu has been completely mangled as shown in screenshots below.

Steps for reproducing this issue:

1. Open Steam
2. Click on certain Popup menus, such as the different sections of steam, friends context menus, the media player icon
3. Menus will occasionally appear fine, but more often then not will be mangled
