Please describe your issue in as much detail as possible:

In Settings -> System, pressing the Factory Reset button and choosing the "Re-install SteamOS" option always fails with a download error, regardless of network status.

Steps for reproducing this issue:

1. In gamescope-session, go to Settings -> System
2. Press the factory reset button
3. Enable "Re-install SteamOS"
4. Attempt to Confirm the reset

It will fail at this point
