That banner shouldn't appear when launching source mods. And yet, it does.
And the only thing I can do to continue using steam is to restart it.

Steps for reproducing this issue:

1. Literally download ANY source mod in existence (and make sure that you own the game the mod is for) and extract it into your sourcemods folder
2. Restart Steam
3. Launch the source mod
