Same
I am having the same issue. I thought maybe I had installed the Flatpak version of Steam and it was a permissions issue with the cursor, but it is the native NixOS / Arch package.
Intel Lunar Lake 130V CPU/GPU
NixOS 25.05, Gnome 47, Mutter, Wayland, Steam version 1751405894, no beta
For anyone coming across this, it happens because the steam fhs doesn't have access to your cursor themes. You can fix it by adding them to programs.steam.extraPackages

I went to go try this and figure out what the gtk theme package would be on NixOs, but now the cursor is completely fine without having to do this change. Maybe something got updated?
what branch do you run? I just run 25.05 stable. It does partially depend on what part of the window you hover on too, for some reason.

How is this done?
I don't understand where programs.steam.extraPackages is, is that a directory?
I'm having this issue on PopOS , installed via .deb package.
no, it's a nixos module option. I'm not actually sure how this would apply on other distros, since nixos handles paths so differently, strange that it happens on other distros too. I no longer have arch on my computer, otherwise I'd be able to test better to help you.

Oh, I see.
I was able to fix it by installing gnome-tweak-tool and manually setting a cursor theme from there.

I am on unstable, and it just started working recently. I was on stable 25.05 before that and I had the bug.
iiiiiiinteresting! I'll have to revisit this after the next release and see if it fixes it for me as well. (i know i could grab unstable steam, but that's more effort than i wanna deal with)
Update to this, I still have the same issue now that we have a new stable release. Is there something else related to icons or cursors in your config I might not have?
Nothing extracted yet.

Please describe your issue in as much detail as possible:
Installed the steam client from the NixOS Repos. Opened the client and saw that the cursor was just tiny. Barely visible. Couldn't find any option in the client or the DE (KDE).
