For a while now I've noticed steam won't load arguments correctly that you set for games in Launch Options

Steps for reproducing this issue: Using XCOM2 as example.

1. %command% -review -noRedScreens -noStartUpMovies -allowConsole -USEALLAVAILABLECORES
2. Close Steam Window (not exit steam) so it is in the tray.
3. Right click on tray icon, select XCOM2.
4. Game will either fail to launch or launch without arguments (this is easy to test with mods enabled as without arguments, mods don't load
5. NOW open steam window, select game with steam window open, launch game, mods and arguments passed!

Proton10-beta1 used as testing, but issue seems to persist even in all proton9/10 variants so likely a Steam Client bug!
