From my research it is a folder which has for example a cache of achievements. I think for some reason, perhaps there is a some achievements that break the code and if the activity is still trying to pull it, it breaks again. When it passes, the page keeps stable. The more friends we have, they more it can happen I guess.
The fix:
Goto desktop mode or used nested desktop.
You just need to delete one folder: /home/deck/.local/share/Steam/userdata/number of your account/config/ and then in here there is a folder called "librarycache". Delete this folder
Return to Steam
Steam will recreate the folder and the Activities start to appear
No side effects

It's almost impossible to say what steps to take, I only happens to me most of the time when I go to Desktop mode or even Nested Desktop. But It doesn't happen every time.
I only thing I can say is that the folder librarycache has new files when it happens.
Hardware information
- Distro: Steam OS 3.7.8 and previous previous versions. Over a year now
- CPU: Steam Deck LCD 256 GB model
