Same here...
Arch Linux (last), xfce4 (xorg), and Steam Runtime.
With imported library create shortcut only with steam icon, and with new installation games, correctly icon.
I have the same problem. Linux Mint 22.2. I did a clean install of Mint 22.2, I added the steam client, then re-added my games storage folder. I have access to all my games, but making desktop icons only used the standard Steam icon, not the game icon.
This issue is even on windows since ages ago...
Is there any update on this issue. I prefer not to reinstall the game all the time.

Please describe your issue in as much detail as possible:
When I try to create a desktop shortcut of a game in an imported library it creates with the steam default icon instead of the game ID, Steam should re-download all the icons of the games installed in that library when I import it.
I need to reinstall that games to get it working again and re-download the missing icons in
~/.local/share/icons/hicolor/or copy the files from a backup.Similar issue here on Reddit: https://www.reddit.com/r/linux_gaming/comments/161qr8j/why_does_steam_use_the_steam_icon_for_game/
