can't disable steam play
I also have this issue. I have tried the beta and production versions and they both have the same missing toggle.

Same here. I understand and appreciate enabling Proton by default, but I always left this setting off on purpose. I can't filter by native Linux games anymore.
Just jumping on the train confirming this is happening to me in Linux Mint 22.1. I also can't sort Linux-native games as a result.
The "Steam Play is enabled for all titles" wording also gave me a scare, but for what it's worth, it doesn't appear to me-as-a-noob that Linux-native games are actually installing the Windows versions/running using proton. As long as that's the case, I don't personally mind the idea of Steam Play being always-on. But if they're gonna do that, I'd really appreciate it if they'd fix the filtering so I can once again sort by ONLY Linux-native games, if I want to.
Going to raise this issue again, as it's getting really frustrating.
I have a decent sized library, built up over the last 20 years, and I do not have much time to play games anymore. I don't want to have to consult the store page and/or ProtonDB for every game in my library to figure out if it is actually going to work on Linux. I can't always afford to spend hours tuning settings and trying different launch options.
Sometimes I just want to click 'install' and know that the game is going to run on my OS, and that option was taken away for no good reason.
Same issue this is really, really frustrating! Just updated to Debian 13 doing a wipe and reload from Debian 12, same hardware, still using KDE Plasma over X11, and installed Steam the exact same way per the Debian Wiki:
But now everything wants to run via Proton by default and there's no toggle anymore! Now my Linux-native productivity tools, using their Linux installer packages (Aseprite, Godot, etc.) along with Linux-native games all give a compatibility error on boot. And the Steam Linux Runtime 1.0 (scout) is worthless to get anything working either. I've raised this Help Request with Steam Support in case anyone from Valve bothers to check this issue: HT-6K4V-F6J2-DTXB. PLEASE let us default to Linux and manually specify Proton if we want it; I have >600 titles in my Library and would still prefer per-app control than implied Proton compatibility...
Still the same issue on Fedora 42 with Plasma Desktop. I've already tried using the DNF package, Flatpak, and even Snap xD. The problem persists with all of them.
They removed the option completely a few months back from all versions, so it's not a bug but a feature.
So there's no way to close it for the time being?Oh......
