Please describe your issue in as much detail as possible:

During initial launch of the Steam client, the entire system experiences an acute slowdown not explained by heavy usage. For around 45 seconds the entire system runs with a 2-3 second input lag from the mouse, judders when typing and slow window opening, if any. This issue does not re-appear unless the steam client is fully closed, and re-opened.

Steps for reproducing this issue:

I can confirm that I also have this issue on EndeavourOS with XFCE, both on stable and beta. The lag happens every time I open Steam, but only when GPU acceleration is on.
