Expected behaviour: All of my Steam friends are displayed whenever I open the 'Friends & Chat' window and click 'Sign In'.
Current behaviour: None of my Steam friends are displayed whenever I open the 'Friends & Chat' window and click 'Sign In'.
Steps for reproducing this issue:
Launch the Steam client in Online Mode (Steam Settings > Friends & Chat > 'Sign in to friends when Steam starts' is set to 'Off')
Click the 'Friends & Chat' button in the bottom-right corner of the client
Click the 'Sign In' button
Friends List is empty

This issue has been present since installing the Steam client on this computer over a year ago.
I have come across a workaround where if I subsequently close the Friends List window and re-open it (while still signed in), the list will then be populated with my friends again. However, the next time I launch Steam and open the Friends List, it will be empty again.
Been having this for a long time, both on Windows and Linux. The quick solution is to click on the "Incoming Requests" twice.
Not everyone has this so I'm assuming it's something we have in common.
