Describe what you expected should happen and what did happen.

Steam after opening almost immediately goes into the following error screen.

Steps for reproducing this issue:

Reboot steam deck
Open steam settings OR interact with the library
Issue pops up in ~15-45sec

I think the issue has to do with background downloads. If I disable WiFi before it crashes then the issue will not happen until WiFi is re-enabled.

I tried:

1. Reboot -> issue persists
2. Search for updates -> shows I'm on latest steam os
3. factory reset steamOS but that has not corrected the issue
