Same issue for several months. It first started in Beta, I rolled back to the Stable branch, but it crept there as well. Now all branches are affected.

This also occurs in Steam Big Picture mode on desktop (on Windows too and with keyboard). So, it's not specific to SteamOS or Steam on Linux, or gamepads / input.

I'm the creator of the first topic mentioned in CrazyCoder's comment. I use Windows 10 with the latest updates, so definitely not a SteamOS exclusive issue. It made the topic in January and the problem still persists.
One thing I mentioned in the topic I created is that if I completely close Steam, then open it and very quickly scroll my library/collection and press the back button, it works as intended. But if I wait a few seconds, the issue starts. That lead me to believe the problem is caused by a script that is being lazy loaded after the client starts.
One other note, it doesn't necessarily scroll to the very top (as the original issue description says here), if you open a game far in the list, it scrolls several rows back, but not to the top.
On Windows, in Bug Picture it scrolled five rows back.
There is a workaround contributed by one of the users, but it's not convenient to apply and will be lost with the client updates.

I have noticed this as well. If I go far enough down my large library list of games, select one, then back out to the list, it goes up like 2 or 3 rows.
This is fixed in the latest beta client

Happy for Steam Deck users. I wonder if that means anything for the PC client. Should I open a different issue?
Closing per the last handful of comments.
You might need to reopen this. The library remembers its position when browsing individual games but when in the collections view it still forgets the position. This is annoying if you have several pages of collections

Pressing "B" button or pressing "Back" to back out of a game title card does not take me back to the same game in my library list. For example, say I scroll down my list of games to "Mass Effect," and press "A" to open the title card. If I then press "B" to back out to my game list, I am taken all the way back to the top of my game list. It's like it doesn't properly remember where I was in my list.
I posted this question on the Steam Deck forum discussion board and someone replied that they are experiencing this too, and their Deck takes them back just several rows up their list of games.
