Starting Steam in a terminal includes an interesting line like this: Adding process 2343678 for gameID 730. Process 2343678 is /home/maciek/.local/share/Steam/ubuntu12_32/steam -srt-logger-opened. Game ID 730 is of course Counter-Strike 2.

I start steam and it says Counter-Strike 2 is already running. There is no cs2 process running on my system. There are no wine processes running on my system. Steam thinks it ITSELF is Counter-Strike according to its logs. Launching and exiting the external cs2 tools seems to clear the running state of CS2 but only until the next Steam restart. Pressing the stop button does nothing noticeable.
The expected behavior is that starting Steam does not include it thinking CS2 is running or launching CS2. First attempt at uninstalling silently failed, and further ones don't work at all. This is actually my fault caused by overlaying the windows depot over an existing installation Rebooting of course changes nothing.
Steps for reproducing this issue:
I don't exactly know what caused this, I cannot easily undo it to retry. I have managed to fix it by reinstalling Steam (keeping Steam/steamapps).
I assume this is related to the fact that yesterday (2025-07-22, around 01:00 CEST) I was messing with Counter-Strike 2's workshop tooling. I downloaded the windows binaries depot and added cs2.exe -tools ... as an external program to steam and set that app to launch using Proton Experimental. I had used a second (this time Windows) machine to see how csgocfg.exe generates a basic workshop map and mistakenly launched workshop tools on both machines leading me to have to confirm my login on the Linux machine. I have also unsuccessfully tried using csgocfg.exe with Proton.
This is the stupidest issue I've ever had to write.
