Having the EXACT same issue on the same Linux Mint
Even the same version of Steam and settings.
My GPU is not the same, neither my controller, but I'm guessing it's not that by the way of things.
I have same issue with Yakuza 0. Got strange bug from Left 4 Dead 2 also which it detect my controller in-game but Steam Input control setting won't display anything beside UI for Menu and Back
I encounter this issue also with games not run through proton.

The controller is recognized by linux, both hidraw and evdev. Steam recongizes the controller no problem.
Shogun showdown is a linux native game, and recognizes the controller no problem. If I enable steam input then it doesn't register any more inputs.
I am also currently having the same issue when trying to play Metaphor: ReFantazio with the Controller Settings Menu being blank, unable to use my controller to play despite the controller support status.

Controllers Tested: 8bitdo SN30 Pro Wired and Pro 2.
Trying to run Dynasty Warriors Origins, Dynasty Warriors 9, One piece Pirate Warriors 4 and even when Steam recognizes and uses the controller for other games(even other KoeiTecmo games like Warriors Orochi 3 Ultimate or Warriors Abyss) these game seem to outright refuse to use it. Games and Apps outside of Steam have no issue using the controllers. Enabling or Disabling Steam Input does nothing to remedy it. Trying Steam beta didn't fix anything either. Big Picture Mode is no different.
Another thing I noticed is when I go to enable Steam Input on prompt for any of the games, it does not progress to the Configuration Screen, it just stays on the Enable Steam Input screen. If i close the window and reopen, the Steam Input Configuration screen is blank and I cant do anything with it until I disable Steam Input and the cycle repeats.
