My system language is Ukrainian and Steam updater shows rectangles instead of proper characters. This is not the case anywhere else on the system.

Steps for reproducing this issue:

1. Switch system language to Ukrainian
2. Maybe switch Steam language to Ukrainian
3. Start Steam update, in my case I did it by switching to beta
