Controller: Steam Controller (Steam Input enabled)

Description of Issue:
When using the Steam Controller in-game, default in-game bindings are triggered simultaneously with my custom Steam Input bindings. For example, if I configure the left trackpad to act as the left joystick and remap the physical left joystick to the D-Pad, pressing either control will activate both the joystick and D-Pad functions at the same time.

This behaviour occurs across all tested games, including Halo Infinite (via Proton).

Additional Information:

The Steam Desktop Configuration works flawlessly; the problem is exclusive to in-game configurations.

Problem persists after restarting both Steam and the system.

Steps to Reproduce:

Apply a custom in-game Steam Input layout that swaps left trackpad ↔ left stick and left stick ↔ D-Pad. (As an example)

Launch an affected game.

Move either control.

Observe that both the intended remapped action and the default action occur concurrently.

Expected Behaviour:
Only the custom Steam Input mappings should trigger actions; default bindings should not activate unless explicitly mapped.
