Steam chat/toast UI freezes ~5 seconds after system resume (Win 11 24H2 + NVIDIA RTX 4080). This only happens ONE TIME after wake.

Environment

  • OS: Windows 11 Pro 24H2 (Build 26100)
  • GPU: NVIDIA RTX 4080 SUPER, drivers updated cleanly (latest WHQL)
  • CPU/Motherboard: AMD Ryzen 7 9800X3D on X870 (BIOS 3.30)
  • RAM: DDR5, EXPO enabled (tested with both on/off)
  • Network: Realtek 2.5GbE (driver 10.71.x), MediaTek RZ717 Wi-Fi
  • USB4 dock: disconnected during testing
  • Steam Client: Beta branch, all overlays (Steam/Discord/GFE) disabled

Reproduction Steps

  1. Resume PC from sleep.
  2. Open Steam Chat window or trigger a toast.
  3. Observe the desktop UI hangs ~5 seconds, though audio continues and game/app remains responsive.

Key Observations/Tests

  • No freeze in Discord, Edge, or Chrome after resume—so not a general Chromium/DWM bug.
  • Sleepstudy shows no abnormal device resume latencies—USB, NIC, GPU all normal.
  • Using Steam launch flags -no-cef-sandbox -cef-disable-gpu does NOT eliminates the freeze.
  • Disabling the Steam Beta or using older NVIDIA drivers has no effect.
  • Tested with/without EXPO, dock, secondary monitor — freeze persists.
  • CPU and system kernels remain responsive — freeze is purely in GPU/UI pipeline.

Conclusion
This might be a bug in Steam’s GPU-accelerated CEF UI when interacting with Windows 11 24H2 after sleep — external rendering calls hang until GPU pipeline fully initializes.

Expected Behavior
Steam chat/toast UI should open immediately without stalling.

Actual Behavior
Desktop UI is unresponsive for ~5 seconds when invoking a GPU-rendered CEF window in Steam post-resume.

Additional Info

  • Includes sleepstudy file confirming healthy resume behavior of other subsystems.
  • Only happens 1 time after wake
  • There seems to be a cooldown time after putting to sleep. ie. I cant just put it to sleep and wake it up to test, seems i have to wait X amount of time until something resets and i can trigger the freeze hang again. Usually around 8~ mins.
