Has anyone looked at this yet? I am still having the same problem and I have even disabled "Remote Play" from both machines. I cannot launch my non-steam shortcuts in either machine because it onky prompts to "stream" instead of "play" and when clicking it, the following error comes up:
Stream Launch Failed
Unable to launch stream
Through Stable channel, under Game Mode.
I think there should be priority with this. What will happen if people have non-steam app shortcuts in the same location on multiple steam devices? Why is this conflicting and how come nobody has noticed it?

Since the latest SteamOS update, my non-Steam shortcuts are no longer working correctly.
Previously:
When I added non-Steam shortcuts to my library, I could always launch them locally with the Play button.
The local shortcuts kept their artwork and details that I had set.
If I had the same shortcut on another Steam Deck, Steam still prioritized the local version correctly.
Now, after the update:
The local Play option has disappeared. The shortcut only shows the Stream button, pulling from my other Steam Deck instead of recognizing the one installed locally.
My local non-Steam shortcuts have lost their artwork and custom details. Now, only the remote/streaming version shows artwork and info. Before, it worked fine, it was the opposite: your local non-steam shortcut had the artwork you had set, and the remote one, you could still see it and remote play it but it wasn't categorized properly and didn't keep artwork.
The shortcuts are effectively being “confused” between devices, even though this setup worked perfectly for years.
Expected behavior:
Steam should always prioritize the local installation of a non-Steam shortcut when it exists.
The "Play" option should remain available for local shortcuts, not disappear in favor of Remote Play.
If a shortcut has the same exact details on the remote machine, add the "Stream" button along the "Play" button on the same shortcut (just like regular steam shortcuts).
Local shortcut artwork and metadata should not be overridden or hidden by remote versions.
Actual behavior (after update):
Local Play option is gone.
Only Stream is available, even though the shortcut is installed locally.
Local shortcut artwork/details are missing, replaced by the remote version’s info.
