Please describe your issue in as much detail as possible:

After waking up the laptop from sleep, there is a chance that after aprox. 4 minutes, steamwebhelper process will start using 100% of one core, propably creates a giant memory leak (10 GB of RAM used by nothing), both steam and steamwebhelper become unkillable by sudo, htop and even the kernel trying to prevent running out of memory is not able to kill it. Sometimes it causes the whole system to freeze and crash

Steps for reproducing this issue:

Maybe not reliably reproducable

1. Launch steam
2. Put the computer to sleep
3. Wake up the laptop from sleep by opening the lid
4. Wait aprox. 4 minutes or more
5. steamwebhelper process will start using 100% of one CPU core and creates a memory leak
