Please describe your issue in as much detail as possible:

When activating the screen reader functionality with Steam + Select, Steam changes all of the normal Steam + (key) bindings into screen reader controller functions without warning the user.

While the screen reader is enabled, the overlay graphic with all of the Steam + (key) shortcuts also does not appear until you disable the screen reader again.

This happens on both my Steam Deck OLED on SteamOS Preview w/ the stable Deck client, and on my Legion Go 2 on SteamOS Main w/ the beta Deck client

Steps for reproducing this issue:

Take a screenshot with Steam + R1
Now try enabling screen reader with Steam + Select
Attempt to take a screenshot with Steam + R1
Attempt to access the controller shortcut graphic by holding down Steam
