In order to achieve a full "console experience" with Steam, a way to set a universal, ergo, single layout as opposed to the current desktop and default in-game gamepad layouts would be of great value. Considering emulation and games not available in Steam, as well as the interest to centralize our game libraries in Steam, the possibility to either set a universal gamepad layout or mass apply a gamepad layout to multiple games (instead of opening each game and importing a profile individually) would be very helpful.

This would make action layers much more useful, so that instead of relying on Steam to change between which profiles we want (such as the game or mouse and keyboard "modes"), we could switch at will much easier. In case of legacy or incompatible software, we could facilitate gamepad text input easier, as well as an eventual need for mouse inputs and so on. This is all possible at the moment, but you have to import the profile for each and every game/program you want, which is a pain.
