Most likely you are on a 64 bit OS and you don't have Bumblebee set up to run 32 bit programs. You need to configure Bumblebee to run 32 bit applications. Also, we recommend using Primus instead of optirun. Please see the links Frank posted.
Also, are you able to run Steam using the Intel GPU (by just running 'steam' without any prefix)?
I couldn't start steam before because I hadn't installed my intel video drivers.
After installing those drivers, I could start steam with just the steam command, but could not start TF2. These logs are of starting steam, then attempting to open TF2, then closing steam.

Running optirun steam causes a dialog with "Fatal Error: Failed to load steamui.so" to show.
Have you tried installing Primus and running using that?
Oh, sorry, yes, I read those articles and am attempting with primus.
Problem solved, primus had somehow been incorrectly installed, reinstalling lib32-primus-git, overwriting the broken files fixed the problem.
Nothing extracted yet.
