Steam seems to work fine in Firefox

Cache misses seem to periodically fail to load resources from the internet:

@kisak-valve I found the issue, I did a bios up date, resetting TPM, Tailscale seems to have a bug causing it to spin trying to setup the network devices, IMHO this is still a steam bug, as it's not gracefully handling a network change, a private network interface that Steam isn't even using. Shouldn't permanently leave broke half downloaded files in the cache.
