I'm having the same issue, with a similar system setup, albeit I have opted into the Steam client beta. I have attempted to add several different games, and I also attempted to add games that I have successfully added before, now without success.
As a potential workaround I tried to edit the "target"/"start in" fields of an existing non-steam game to one of the games I wanted to add, but the game wouldn't load, though I don't know if that would have worked in any case.
+1 from my side too. For details, there are currently two non-Steam games I already have in Steam:
Today, I downloaded another game called Five Nights at Chuck E. Cheese, which is also a .exe file. Similar to others above, I now cannot add nor re-add any new non-Steam games.

I have this problem in my steamdeck/SteamOS too,and I have already solve this through“Desktop mode - find the exe - right click menu - Add to Steam ”
I cannot mention how it works,as i think is the kde desktop cause it.
+1 i also have this new issue, in linux mint.
i swear i just added non steam games a few days ago and it worked lol. and it doesnt anymore since yesterday.
i tried adding random softwares i had downloaded. specifically flummery (carmageddon modding tool)
and robot arena 2 lol. old asf game.
but no matter what i do, after clicking the exe, it doesnt get added in the application menu and the "add selected programs" button stays greyed out.

I second this.
I use Archlinux with Hyprland, and Just a few days ago it was working perfectly fine, but just today, when I tried adding a new game, I realized it stopped working for all .exe file I tried.
I can still add those already in the list, but then changing the file and the location after selecting one of them doesn't work. I tried on games that I was already sure they work but nothing started. The “Launching” soon turned into the green play text.

However a workaround you can just add the calculator or something and then modify the path in the properties.
i checked the logs folder to see if anything happened when i tried adding a game and saw that webhelper_js.txt and cef_log.txt updated
webhelper_js.txt shows:

Same. I can only add apps from system menu. But there's a workaround for non-steam user: first add the app to start menu, then you can use steam to add apps to steam library without issue. But I still hope Valve could fix it soon.
I am having this same issue on CachyOS with KDE Plasma. Notably it started happening after trying to add multiple executables at the same time

The only workaround I found is to pick anything that is already in the list, then add it and change the path name and the rest in properties according to the thing you want.

so this is probably worth re-testing.

Resolved for me under Cachy + KDE Plasma.
I have tested this in my Archlinux Niri and Hyprland setups, and I can confirm it's working now.

I've installed xdg-desktop-portal and xdg-desktop-portal-kde as I'm using KDE Plasma as my DE but after browsing and selecting and exe it still doesn't populate into the list. I also installed the generic xdg-desktop-portal-gtk, it didn't change anything.
