Since the last week or so, when starting Steam, I repeatedly get updates for 2 apps: Bastion (107100) and Steamworks Common Redistributables (228980).
I have the native Linux version of Bastion installed; global compat tool is Proton 10, no compat tool set for the game. Neither Linux nor Windows versions of the game have changed in years. The Windows version apparently depends on .NET Redist 4.0, which also hasn't changed in years.
I have all updates set to manual. What happens is:
I start the update for Steamworks Common Redists. 3 files are added (the 3 files from .NET Redist 4.0)
I start the update for Bastion. No files change in either Bastion or Steamworks Common Redists.
At this point, another update appears for Steamworks Common Redists. I start it; the same 3 files are removed.
Something similar with spurious updates of redists was reported in #9847, but I have a single Steam library location on desktop, and the problem only started recently even though I have had Bastion installed for years.
