There's no option in Gaming Mode or Big Picture Mode in Desktop Mode of SteamOS to Export Video Clips to MP4. The only way to do this is in Desktop Mode Steam Client.

Steps for reproducing this issue:

1. Go to the game/application with recorded clips
2. Try to Export as MP4
