i dont think the steam client allows recording while streaming. i dont see an option for it anywhere.
may i ask why you're using steam to record?
you could be better off recording using obs while you use steam link.
I like the game Video recording that steam has implemented, is usable in desktop mode and gamescope mode, I like to record clips of my gameplay that are easy to record using my gamepad on steam big picture mode, I don't use keyboard and mouse to play, I use it as a console, but the moment I start steam link the feature is disabled, maybe using a second iteration of the encoder will be helpful to enable steam to record, because it uses the same encoder for recording and for game streaming, that doesn't happen with moonlight/sunshine because these use a different encoder, the solution maybe will be heavier for older hardware but on newer cards it can be achievable. With sunshine, I cloud record video while using a gtx 960 2g, is incredible that this is not achievable with a 9060xt because is only a software issue from valve not to have a second encoder to record video when I'm using steam link, maybe a pop-up warning the player that this will be heavier on his hardware, or having a manual setting if too heavy for the device
