Please describe your issue in as much detail as possible:
Frequently, but not every time, when I try to start a P2P session across multiple games, I will fail to connect with my friends until I reboot the machine. Restarting steam is not enough, I have to reboot the whole computer. On this second boot, I don't do anything different from normal that I can discern, yet I am then able to connect without issue 99% of the time.
I've experienced this in the following games:
Helldivers 2
Project Zomboid (when hosting the server)
Elden Ring Nightreign
Tabletop Simulator
Dark Souls 1
The issue does not affect infrastructure-based multiplayer games like War Thunder, Star Citizen, etc. I don't think I've had this issue with non-steam games, either (e.g. Baldur's Gate 3, which I own on GOG and run via vanilla-wine through Heroic Launcher; or Wasteland 3, which uses an explicit direct IP connection).
My router is a repurposed Dell running OPNsense, and I have UPnP set up. I've also opened & redirected the necessary ports manually via the NAT settings, specifically for Project Zomboid. This doesn't seem to have helped any.

I'm not sure how to begin to troubleshoot this.
