expectation: uninstalling a game using a specific proton version and that proton version would default the steam global proton version and compatibility settings

reality: uninstalling a game and associated proton version turns OFF compatibility for that game entirely, making it appear as though the game can no longer be installed despite global settings. re-enabling forced compatibility fixes the issue.

Steps for reproducing this issue:

1. set forced compatibility to a specific proton version
2. uninstall the game
3. uninstall the assigned proton version
4. try to reinstall the game
