Please describe your issue in as much detail as possible:

When I connect external controller via usb dongle (i use flydigi vader 4pro, but looks like will fire with any other controller with usb dongle) in the settings->controller menu 3 controllers shown: built-in XAX controller, flydigi controller and steamos handheld controller. Some inputs (at least pressing a, b, x, y) is doubled.

Reproduce:

1. Connect usb dongle to device using docking station or adapter
2. Turn on external gamepad to connect to dongle
3. Go to settings -> controller.
