Comparing a few things with one of my friends on Windows this seems to be a game region related issue? By default installing on Windows only selects your region to be downloaded, in my case NA, but installing on Linux adds all 4 regions to the download, causing the game to be downloaded 4 times.
The other regions can be removed, but ideally I would think this behavior should match what Windows does.
Hello @CorruptComputer, it looks like this is user preference based on DLC configuration. Select the game, then scroll down to Manage My # DLC on the right (Desktop) or Select the game -> Your Stuff -> DLC -> press A to Manage My DLC (Steam Deck), you should be able to select what parts of the game you want installed.

Is that a difference in behavior between the Windows and Linux versions of Steam? I asked and they have not had to do the same, and the only difference I could really think of was that I'm using Linux while they're on Windows.

When installing this game on Windows its only an 80GB download and install, which is also whats listed on the Steam store page for this game. When installing on Linux, the download and install size is 4 times larger than that at 330 GB.
This isn't a difference between a Linux native and Windows build, the game does not have a native Linux version. It should be downloading the same Windows build of the game, so why is it so much larger?
