I can confirm i have the same issue on steam client Beta version. Every time steam needs to spawn a new window (steam friends / settings etc) it takes 2~3 seconds to open instead of instantly. Main steam window is not concerned.
Tried multiple fix mentioned like disabling "GPU accelerated rendering" in steam settings, disabling friends animated avatars and frames, and even tried to move steam friends window on different monitors but nothing fix the issue.
Specs ( Arch Linux | Kernel : Linux 6.18.9 | DE : KDE | WM: Kwin (wayland) )
Still experiencing this, HW Acceleration is enabled,
and occurs on both Steam Beta & Normal Clients.

Yeah, this has been happening since forever (since I swap to Linux at 2024), Valve need to fix this already, this doesn't happens on Windows.
As the comment above said, this happens both on the normal client and the beta one, even with SteamRT3
This is apparently fixed on the latest May 13th beta! Its so much better to open windows instantly, thanks Valve for finally fixing this! The only issue that I've found is that, the first time the window is opened, it flashes white for a brief moment, but after some time and restarts it doesnt happen anymore

They also fixed the popups from the buttons of Store, Library and etc being recognized as a window, now they are treated as normal popups and doesnt overlap other windows!

I am experiencing an issue with the Steam client interface. Every time I click on a specific menu or window, such as 'Friends & Chat' or 'Settings', there is a noticeable delay of approximately two seconds before the window actually opens. This happens consistently and makes navigating the client feel sluggish, despite the rest of my system running smoothly.
This delay does not occur when opening the top-left dropdown menus (such as "Steam", "View", or "Friends"). Those menus open instantly and without issues.
Steps for reproducing this issue:
Open the Steam desktop client.
Click on the 'Friends & Chat' button in the bottom right corner (or open the 'Settings' menu from the top left).
Observe the delay (approx. 2 seconds) between the mouse click and the window appearing or rendering its content.
