Now acquired and installed:
/usr/share/keyrings/steam.gpg
Also for anyone experiencing the same issue after installing the steam_latest.deb
which seems to be failing in installing the key.
here is the URL for that key:
https://repo.steampowered.com/steam/
Download steam.gpg and copy it to /usr/share/keyrings/steam.gpg
This also fixed a black, screen instead of panel interface where the app would install the icon, with full list but no interface ever loads.
