Same issue on Archlinux. It hangs at the spinning logo, both if it set in offline mode or no internet connection.
Did You find A Fix. Because i Want To Run It IN Offline Mode For Some Purpose. Now How Am I Supposed To Pull That off ?? Cause Right Now Its Only getting Fixed by Changing The Wants Offline Mode To 0
@just-brainwaves no friend. a guy thought me this in CachyOS discord and i included the "fix" in this issue. i hope valve devs will pay attention to this bug soon.
@lukaogadze thanks for sharing logs, they were fairly useful in tracking down this issue. The missing piece of the puzzle was that this issue would only manifest for users that had hit the 'Clear Download Cache' button in recent months.

@lostgoat hi. thank you for responding. i switched to beta and went to the offline/online mode multiple times. it works without issue. i also pressed "Clear Download Cache" and went offline/online multiple times. i encountered no issues.
im not sure how issue handling works here but it can be closed now... i guess? @kisak-valve
