Please describe your issue in as much detail as possible:

In small mode when selecting Downloads from the View menu Steam drops to the Panel bar, when I open Steam back up it is not on the Downloads page. It does work properly in large mode. This has been happening for me on the current and last stable versions of the Steam client.

Steps for reproducing this issue:

1. Be in small mode;
2. Select View > Downloads;
3. See Steam drop to Panel bar;
4. Open Steam and not be on the Downloads page.
