SteamVR automatically starts when SteamRT3 is enabled. It's expected to not run until started manually.

Steps for reproducing this issue:

1. Leave VR headset connected (in my case, the Oculus Rift CV1) with SteamVR installed
2. Opt into Steam Beta
3. Enable experimental SteamRT3 Steam Client
4. After relaunching Steam, SteamVR starts without additional input
