[Steam RT3] can't use custom game folder on non-primary drive

Please describe your issue in as much detail as possible:

what i expected: seamless switching from the default beta to the RT3 version with all my games appearing as usual, being able to add locations on my secondary drive to save games

what happened:
my library only showed the few games i had on my primary drive / default steam library folder.
when i tried to manually add the folder where i keep my games on my secondary drive through the storage settings, steam said the folder is not writable.

Steps for reproducing this issue:

  1. mount a secondary drive using the following options (i used gnome disks):
    • mount at system startup
    • nofail
    • mount point /Data
    • identify as UUID=47cb[...]
    • type: ext4 (main drive is btrfs)
  2. install a game on the secondary drive using the non-flatpak version of steam (from fedora linux)
  3. switch to the RT3 beta
  4. the game doesn't appear in the library
  5. adding the existing or a new location on the secondary drive is impossible
