[Steam RT3] Very slow local network transfer

Steps for reproducing this issue:

  1. Enable Game File Transfer over Local Network
  2. Try to seed the game

Current upload speed is ridiculously low, hovering below 10 MB/s over 5 Gbps connection. Usually it used to stay between 200-250 Mb/s consistently. It may not be specific to the Steam RT3, but in any case that's the current state of things and I think this should be improved/fixed.

Sending computer is Fedora 44, Ryzen 9950X3D, 64 Gb of RAM, games are located on a RAID0 (btrfs) of two nvme pcie gen 4 x 4.
Receiving computer is Windows 11, Ryzen 9800X3D, 64 Gb of RAM, games location is RAID0 (ntfs) of 4 SATA drives.

Both PCs are on the same network, connected to the same 10G-capable switch at 5G speed.

The transfer in opposite direction (Win11 -> Fedora 44) is way faster, so it's the seeding issue. I'm willing to do better exact measurement and maybe monitor whatever is needed.
