Please describe your issue in as much detail as possible:

I can't set numpad comma as my Steam ingame overlay bind, it shows as "None". I am using Turkish keyboard and layout, it works normal except when trying to bind Steam ingame overlay.

Steps for reproducing this issue:

  1. Enable ingame overlay
  2. Try to bind numpad comma for Steam ingame overlay

My "localectl status" output:
System Locale: LANG=tr_TR.UTF-8
VC Keymap: trq
X11 Layout: tr
X11 Model: qwerty

16.4.26 Update: I noticed none of my keypad keys work when I set them as my ingame overlay bind, I can set them but they don't work ingame.
Update 2: Also noticed that I can't set any Turkish letters on my keyboard as my ingame overlay bind. For example "Ç" outputs as "."
It seems like pacman Steam is using US keyboard layout in app's itself, it explains why only keypad comma (KP_Separator) shows up as "None" becuase US keyboard is using keypad dot (KP_Decimal) instead.

The problem is Steam is using US keyboard layout.
