Changing accounts on standalone steam doesn't highlight the profiles and breaks play button highlights

Selecting to Change Account causes the highlights on the profile pictures to not work. After doing this, it also breaks the highlights on the play buttons in the library.

This is on a PC that launches gamescope directly from Plasma Login Manager

Steps for reproducing this issue:

Have steam running in standalone mode
Change accounts

In the latest beta this bug now appears after every restart. No account change required.
