If you try to start a recording manually, this can be done by bringing up the steam overlay and clicking on "start recording", after starting recording the button should change to "stop recording", but remains "start recording". Clicking on "start recording" while there is an ongoing recording, will not change recording status.
Steps for reproducing this issue:
Assuming manual recording is already enabled in the settings:
Start a game (for example, counter strike 2, but the same has been observed with proton games)
Bring up steam overlay with shift + tab
Use mouse to click on "start recording"
Notice that while the recording begins the button won't change to allow to stop it later.
Workaround
Steam recordings can be toggled with a keyboard shortcut, if you use that at any point, either before or after attempting to use the mouse to click on "start recording", then subsequent clicks on "start recording" will result on the button changing to "stop recording" which will work as expected. Said another way, for "start recording" button to work as expected with a mouse, you need to have used keyboard shortcut at some point during the game's session.
Scenario A:
Start steam recording with keyboard shortcut, recording starts but button doesn't change (remains "start recording")
Use keyboard shortcut a second time, recording will stop
Subsequent recording starts, either by shortcut or mouse, result on a recording start that accompanied by button changed to "stop recording"

Use keyboard shortcut, recording will stop
