I fixed it by deleting every folder that had the word "steam" in it and reinstalling the launcher
This didn't work for me. Steam attempts to launch and doesn't open.
There's a log message about Peer certificate cannot be authenticated with given CA certificates.

Did you delete Steam and then folders or just folders? Because I deleted Steam first and folders second. I also installed Steam through a terminal and not through Flatpak

During the process of undervolting my CPU I decided to open Steam which caused a crash. After that Steam refused to launch uninstalling and reinstalling didn't help neither updating the system
