The default behavior with Steam is to open a chat window minimized, when an incoming chat comes in. On Windows and Ubuntu w/Unity, the icon flashes so you know it has new chat. On non-Unity systems, chat window still gets created minimized, but it doesn't flash (yet). If the chat window isn't being created minimized, please let us know.

If any chat window is open and someone speak to me, the window doesn't appear.
I have to open a chat window manually to see the messages. (Don't have sound alert too if any chat window is open)
Archlinux 3.7.5 64bit, Gnome 3.6.2
